Quarterly Report on the Project Library of the National PPP Integrated Information Platform (No.1)

Overview

By January 31, 2016, in accordance with the Circular on Regulating the Operation of the Public-Private Partnership Integrated Information Platform (Cai Jin [2015] No.166), 6,997 projects among 9,283 projects reported nationwide and reviewed by all the finance departments at the provincial level, have been included into the project library ("the library") of the National PPP Integrated Information Platform of the Ministry of Finance, with total investment demands amounting to RMB8,132.2 billion.

According to statistics by region, projects in Guizhou, Shandong, Sichuan, Henan and Xinjiang ranked the top five in terms of number, totalling 4,243 ones, and accounting for 60.6% of the total number of projects included in the library; investment demands in Guizhou, Yunnan, Henan, Jiangsu and Liaoning ranked the top five, totalling RMB3.16 trillion, and accounting for 51.3% of the total investment demands of the projects included in the library. According to statistics by industry, projects in municipal engineering, ecological construction and environmental protection, transportation and area development ranked the top four in terms of number, totalling 4,034 ones, and exceeding 50% of the total number of projects included in the library; investment demands thereof totalled RMB5.79 trillion, accounting for 71.2% of the total investment demands of projects included in the library. According to statistics by return mechanism, there were 3,338 projects with user charges and the investment demands thereof amounted to RMB3.4 trillion, accounting for 47.7% of the total number of projects included in the library and 42.3% of total investment demands respectively; there were 2,000 projects with government payments and the investment demands thereof amounted to RMB1.8 trillion, accounting for 28.6% and 21.9% respectively; and, there were 1,659 projects with viability gap funding and the investment demands thereof amounted to RMB2.9 trillion, accounting for 23.7% and 35.8% respectively.

Two batches of demonstration projects released by the Ministry of Finance have been included in the library. The whole life cycle of PPP projects determined pursuant to the Operational Guidance for Public-private Partnership Mode (for Trial Implementation) is divided into five phases: identification, preparations, procurement, implementation and transfer. There are 66 demonstration projects of the Ministry of Finance that have been entered into the implementation phase, accounting for about 30% of the total number of demonstration projects of the Ministry of Finance; and, there are 38 demonstration projects of the Ministry of Finance at the procurement phase, accounting for about 16% of the total number of demonstration projects of the Ministry of Finance.

Region conditions

By January 31, 2016, 6,997 PPP projects in 33 provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan have been included in the project library. Projects in Guizhou, Shandong, Sichuan, Henan and Xinjiang ranked the top five in terms of number, respectively 1,492 ones, 974 ones, 734 ones, 590 ones and 453 ones, and accounting for 60.6% of the total number of projects included in the library in total; and, projects in Guizhou, Yunnan, Henan, Jiangsu and Liaoning ranked the top five in terms of investment demands, respectively amounting to RMB916.2 billion, RMB752.7 billion, RMB703.5 billion, RMB465.1 billion and 391.1 billion, and accounting for 51.3% of total investment demands of projects included in the library in total.

Industry conditions

On the basis of the 13 industries specified in the Circular of the General Office of the State Council on Forwarding the Guiding Opinions of the Ministry of Finance, National Development and Reform Commission and People's Bank of China on Promoting the Public-Private Partnership Mode in the Public Services (Guo Ban Fa [2015] No.42), the industry classification of the PPP project library is determined in combination with budget management requirements of government expenditure responsibility of PPP projects and by taking the industry classification standards adopted by the Department of Budget and the Department of Economic Construction of the Ministry of Finance and so on into full consideration. The project library includes 19 industries: energy, transportation, water conservancy construction, ecological construction and environmental protection, municipal engineering, area development, agriculture, forestry, science and technology, low-cost housing projects, tourism, medical treatment and public health, elderly care, education, culture, sports, social security, government infrastructures and others. See Figure 3 and Figure 4 for the numbers and investments of PPP projects in different industries. In particularly, projects in four industries of municipal engineering, ecological construction and environmental protection, transportation and area development ranked the top four in terms of number, accounting for 57.7% of total projects included in the library. Specifically:

1. Municipal engineering: 1,828 projects recorded total investment demands of RMB2.1 trillion. In particular, there were 373, 292, 212 and 188 projects in four Grade-2 industries of municipal roads, water supply, garbage treatment and pipelines, accounting for 58.3% of the total number of municipal engineering projects; investment demands of projects in four Grade-2 industries of rail transit, municipal roads, pipeline networks and water supply amounted to RMB900.3 billion, RMB308.5 billion, RMB229.8 billion and RMB99.8 billion respectively, accounting for 74.6% of total investment demands of municipal engineering projects in total.

2. Ecological construction and environmental protection: 978 projects recorded total investment demands of RMB526.4 billion. In particular, there were 614, 259 and 64 projects in three Grade-2 industries of sewage treatment, comprehensive treatment and wetland protection, accounting for 95.8% of the total number of ecological construction and environmental protection projects in total; investment demands of projects in three Grade-2 industries of comprehensive treatment, sewage treatment and wetland protection amounted to RMB298.3 billion, RMB144.6 billion and RMB59.5 billion respectively, accounting for 95.5% of the total investment demands of ecological construction and environmental protection projects in total.

3. Transportation:761 projects recorded total investment demands of RMB2.2 trillion. In particular, there were 188, 128, 99 and 77 projects in four Grade-2 industries of first-class highways, expressways, second-class highways and transportation hubs, accounting for 64.7% of the total number of transportation projects; investment demands of projects in four Grade-2 industries of expressways, first-class highways, railways (excluding rail transit) and transportation hubs amounted to RMB1,027.6 billion, RMB341.1 billion, RMB272.2 billion and RMB93.9 billion respectively, accounting for 77.6% of the total investment demands of transportation projects.

4. Area development: 467 projects recorded total investment demands of RMB899.5 billion. In particular, there were 228, 98, 39 and 37 projects in four Grade-2 industries of park development, urbanization, land reserves and workshop construction, accounting for 86.1% of the total number of area development projects; investment demands of projects in these four Grade-2 industries amounted to RMB404.2 billion, RMB338.4 billion, RMB69.6 billion and RMB16.7 billion respectively, accounting for 92.2% of the total investment demands of area development projects.

Return mechanism conditions

According to statistics by return mechanisms of user charges, government payments and viability gap funding, there were 3,338 projects with user charges and the investment demands thereof amounted to RMB3.4 trillion, accounting for 47.7% of the total number of projects and 42.3% of total investment demands respectively; there were 2,000 projects with government payments and the investment demands thereof amounted to RMB1.8 trillion, accounting for 28.6% and 21.9% respectively; and, there were 1,659 projects with viability gap funding and the investment demands thereof amounted to RMB2.9 trillion, accounting for 23.7% and 35.8% respectively.
