International Cooperation of PPP Has Entered a New Stage

China PPP Center of the Ministry of Finance signed a Memorandum of Understanding on PPP cooperation with the United Nations Economic Commission for Africa, Global Infrastructure Hub, and the PPP center of State Committee on Investment and State Property Management of Tajikistan.

 

The 4th China PPP Financing Forum was held on November 22nd in Shanghai. During the forum, Jiao Xiaoping, Director China PPP Center of the Ministry of Finance, met with Hamza Malik, Director of the UN Economic and Social Commission for Asia and the Pacific, Stephen Karingi, Director of the Capacity Development Division of the UN Economic Commission for Africa, Luke Eko Wuryanto, Vice Governor of the Asian Infrastructure Investment Bank, Mark Merlyn Moseley, Acting CEO and Chief Operating Officer of Global Infrastructure Hub, Vongsy Sam, Director of the PPP Center of the Ministry of Economy and Finance, and Uzmonzoda Ibrohim, Director of the PPP center of State Committee on Investment and State Property Management of Tajikistan. Director Jiao Xiaoping noted that since 2014, the Chinese government has comprehensively promoted the PPP reform and achieved initial results. According to the principle of global governance concept that we should achieve shared growth through discussion and collaboration, China, as the world’s largest PPP market, is willing to share its PPP reform experience and cases with all the countries and to encourage its enterprises to invest in the countries along the “Belt and Road” economic zone through PPP model, in order to achieve common development through win-win cooperation.

Subsequently, Director Jiao Xiaoping, on behalf of China PPP Center of the Ministry of Finance, signed a Memorandum of Understanding on cooperation with representatives of the UN Economic Commission for Africa, the Global Infrastructure Hub and the PPP Centre of State Committee on Investment and State Property Management of Tajikistan. Other guests witnessed the signing process. Signing a Memorandum of Understanding on cooperation aims to strengthen practical collaboration in information exchange, research and training, capacity building and project development, guide more social funds to invest in the infrastructure in the countries along the “Belt and Road” economic zone, improve the quality and efficiency of infrastructure operations, promote interconnection, and drive local economic and social development for the benefit of all peoples.


China PPP Center of the Ministry of Finance signed a Memorandum of Understanding on cooperation with the United Nations Economic and Social Commission for Asia and the Pacific at the 3rd China PPP Financing Forum in November 2017, which promoted the establishment of the financing network of PPP and infrastructure in the Asia-Pacific region. The first activity of the network was successfully held in September 2018 in China, which is playing an active role. The signing of MoU between China PPP Center of the Ministry of Finance and the PPP Centre of State Committee on Investment and State Property Management of Tajikistan indicates that the network established under the multilateral platform has begun to promote practical cooperation.

 

The signing of several MoUs means that multi-bilateral international cooperation of PPP will enter a comprehensive and substantive phase, and will bring more practical results.
